Right-of-occupancy resident selection criteria
Right-of-occupancy apartments can be applied for by all Finnish citizens or equivalent persons who are at least 18 years old. In order to be eligible for right-of-occupancy housing, you may not have an owner-occupied apartment of equivalent size, location and features in the application area or enough wealth to finance at least 50% of the fair price of the housing for which you are applying or corresponding housing. The wealth limits are not applied if you are over 55 or you are swapping a right-of-occupancy apartment. See the detailed selection criteria.
Who are eligible for right-of-occupancy apartments?
- You must have a valid waiting number that entitles you to apply for right-of-occupancy housing. If there are multiple concurrent applicants for the same apartment, the apartment is provided to the one with the lowest waiting number.
- If you currently live in one of our right-of-occupancy properties and you are swapping to an apartment at the same property, you can apply for the apartment with a separate application without a waiting number. You are prioritised over other applicants with a waiting number.
- You must be an adult.
- To be eligible for a right-of-occupancy apartment, you and a possible adult family member may not have enough total wealth to be able to fund one-half of the free market value of an equivalent housing unit or renovate an owner-occupied apartment in the application area to a corresponding level.
- If you are over 55 or you are changing a right-of-occupancy apartment, the wealth limits do not apply to you.
- The level of income does not affect your eligibility for an apartment, regardless of whether you are over or under 55.
Right-of-occupancy apartments for seniors is applied for in the same way as other right-of-occupancy apartments. You will need an unused waiting number for the application. The wealth limits do not apply to persons over 55.
